I woke up this morning and noticed my pretty new PC build is making an unusual sound. I disconnected the case fans and determined it's not them, and it does not sound like it's coming from the CPU fan at all.
My best guess is it's coming from the power supply, though the GPU is close and so it's possible it's the fans on that. All fans are spinning normally and look normal.
